Each year thousands of road excavations take place across the UK when utilities install or maintain essential infrastructure such as water, gas, electricity and telecommunications networks.

These works must be reinstated to national engineering standards and are subject to statutory guarantee periods. However, monitoring the quality of these reinstatements over time has historically been difficult.

Road Guardian provides a digital platform that helps councils, utilities and contractors maintain a clear, structured record of reinstatement quality — creating transparency and accountability across the process.

The Challenge

Road reinstatement is complex — and largely unseen

Roadworks across the UK are governed by legislation called the New Roads and Street Works Act (NRSWA). This law regulates how utilities carry out excavations in public highways.

Once work is completed, the road must be restored according to engineering standards defined in the Specification for the Reinstatement of Openings in Highways (SROH).

After reinstatement, a statutory guarantee period applies — typically lasting between two and three years. During this time the utility company remains responsible if the reinstatement fails.

Despite these regulations, monitoring thousands of reinstatements across the country remains challenging without clear digital evidence.

Why It Matters

Roadworks coordination in the UK is supported by a national system called Street Manager.

Street Manager is a government platform used by utilities and highway authorities to notify planned roadworks and coordinate activities on the road network.

While Street Manager tracks when and where works take place, it does not provide a structured long-term system for monitoring the quality of reinstatements during the guarantee period.

Without consistent monitoring and clear evidence, defects can go unnoticed until roads deteriorate — often leaving councils and taxpayers responsible for repairs.
